The city is small, about 5,600 people, and older than most of the country. The New Castle Court House on Delaware Street went up in 1732 and served as Delaware’s first court house and later its capitol; today the National Park Service runs it as part of First State National Historical Park. The historic district around it, which reaches from the river back to roughly Sixth Street, was named a National Historic Landmark in 1967.

Outside that core the housing changes quickly: early twentieth-century homes, postwar blocks of brick and frame singles, and newer infill. Nearly a quarter of residents are 65 or older, so a lot of the homes that reach us have been in one family’s hands for decades. That usually means sound bones with dated systems: old service panels, original windows, aging boilers, and kitchens and baths last remodeled long ago.

Taxes inside the city line

City penalty date: October 1City of New Castle tax bills go out in mid-July. Pay by August 31 and you get a 2 percent discount; anything still unpaid on October 1 picks up a 6 percent penalty, then another 1 percent interest for each month after October.

City owners also receive the New Castle County bill for county and school taxes. This year that one runs on a different clock: the General Assembly moved it to a November mailing and a December 31, 2026 due date. So an owner who is behind may owe two governments with two sets of penalties, and the settlement attorney will ask both for payoff figures. The county’s transfer tax sheet lists New Castle City among the places where the Recorder of Deeds collects the local share along with the state’s, paid by two checks at recording. Delaware law splits the total evenly between seller and buyer, and the attorney’s statement shows each piece. On a sale to us, the seller and Northbound each pay half.

Historic rules, rentals and code

The Historic Area Commission. In the district, nearly anything visible needs the commission’s approval first: building, altering, adding to, moving or tearing down a structure, and even signs. A Historic Review Certificate is required on top of the ordinary building permit, and the commission meets once a month, on the second Thursday at 6:30 p.m. For a seller, that means a buyer’s repair request can take weeks to satisfy properly. Code. The city’s Building and Zoning office, run by the Building Official who is also the Fire Marshal, checks code compliance and sends violation notices. An open notice does not stop a sale to us. See code violations for how it is handled.

Living behind the dikes

New Castle sits low on the Delaware River and has been protected for centuries by earthen dikes. DNREC counts four in and near the city, the Buttonwood, Broad, Gambacorta Marsh and Army Creek dikes, first built in the late 1600s. Their tops are at about 8.5 feet, which DNREC notes is below the 100-year flood elevation, and rising sea levels are widening the areas that flood at high tide.

The city’s own floodplain page says most of New Castle is either in the floodplain or close to it, and properties in the AE zone fall under the city’s floodplain ordinance, which affects substantial repairs and additions. One point in owners’ favor: the city takes part in the federal Community Rating System at Class 8, which brings a 10 percent discount on flood insurance. Prices in and around New Castle

Zillow’s New Castle, DE index was $281,557 in its August 31, 2026 update, down 0.3 percent over the year, with homes going pending in about 10 days. The Census Bureau’s QuickFacts for the city give a close figure, a $285,100 median for owner-occupied homes over 2020–2024, and a $1,739 median gross rent. Zillow does not say whether its New Castle area matches the city limits exactly, so treat it as a rough guide.

A restored brick house on the Strand and a ranch that needs everything are priced in different worlds. If yours is well kept and nothing is forcing a quick sale, a listing will often bring more. Outside the city, with a New Castle address

If you have only the county tax bill, your house is in unincorporated New Castle County, and the city’s rules above do not apply. Instead, the county registers rentals (free, renewed by May 1 of each odd-numbered year), requires vacant properties to be registered within 90 days, and handles code complaints at 302-395-5555. Wherever the house is, a foreclosure follows the same path: a Superior Court case in Wilmington, mediation for owner-occupants, and a sheriff sale on the second Tuesday of the month at the City/County Building.
