The 2020 census counted 181,851 people in Kent County, and the Census Bureau’s estimate for July 2025 is 194,786, so the county is still growing. Dover is the county seat and the state capital. The county government lists three cities, Dover, Harrington and Milford (which Kent shares with Sussex), and seventeen towns, from Smyrna, Clayton and Cheswold in the north to Felton, Frederica and Houston in the south. Between the towns you find farmland and houses on rural lots, some with private wells and septic systems.

For a seller, the useful distinction is less about the town than about the house. Older homes near the centers of Dover, Smyrna and Harrington often need the expensive basics: wiring, plumbing, a roof. Postwar ranches and split-levels often have original kitchens, baths and heating. Rural properties bring wells, septic systems and outbuildings that some mortgage buyers struggle to finance. Nearly every county office involved in a sale shares one address: the Kent County Levy Court Administrative Complex at 555 Bay Road in Dover. The Superior Court is a few blocks away on Federal Street.

Property taxes and monition sales

The date that matters: September 30Kent County’s tax year runs from June 1 to May 31, bills usually arrive in early August, and the full amount is due by September 30. From October on, state law adds a penalty of 1.5 percent a month to what is still unpaid (9 Del. C. § 8604).

If the bill keeps going unpaid, the county can sell the property at a monition sale. Kent County’s Finance department holds them on the last Tuesday of January, April, July and October at 10am in the Levy Court building, and publishes the list of properties in the Delaware State News and the Dover Post two to three weeks before each sale.

There is a short window to redeem after a monition sale is confirmed, but the county’s own pages do not agree on its length: the monition sale procedures page says 60 days, and the sheriff’s FAQ says about 90. If your property is on a list, call the Finance office for the figure that applies to you, and do not count on redemption as a plan. Selling before the sale, with the back taxes and penalties paid from your proceeds at settlement, keeps the equity in your hands. The back-taxes guide goes further.

A house inside the City of Dover also gets a separate city tax bill from the city Tax Office. It is mailed in July, due July 31, and carries its own 1.5 percent monthly penalty, so a Dover owner who is behind should ask both the city and the county for a payoff figure.

The transfer tax on a Kent County sale

Delaware’s realty transfer tax is split into a state share and a local share, and in Kent County they always add up to the same total. According to the county Recorder of Deeds’ rate sheet, unincorporated Kent pays 1.5 percent to the county and 2.5 percent to the state, and so do Dover, Smyrna, Milford, Camden, Harrington and most other towns, through their own local tax. Hartly, Kenton and Woodside charge a 1 percent local tax, which leaves the state share at 3 percent. Either way, the total is 4 percent of the price.

Section 5402 of Title 30 divides the tax equally between seller and buyer. On a $300,000 house, that is $12,000 in total, or $6,000 from each side. It falls due as the deed is recorded on Bay Road, so it appears on the settlement statement rather than as a separate bill. When you sell to us, the split stays even: your half and our half.

If a foreclosure has started in Kent County

Delaware lenders cannot foreclose without a court case. For a Kent County house, that case is a scire facias action in the Superior Court at 414 Federal Street in Dover. These are the steps fixed by statute or by the county’s sheriff; the time between them depends on your lender and the court.

Vacant houses, code notices and flooding

Dover’s vacant building registry. The City of Dover adopted a vacant building ordinance in 2006. Under the city’s brochure, a building unoccupied for more than three consecutive months must be registered within 30 days, and the yearly fee rises with time, from $375 in the first year to $5,000 once a building has been empty five years or more (fee figures as of the city’s 2017 brochure). Code notices. Inside Dover, code enforcement and rental permits run through the city at 15 Loockerman Plaza. Elsewhere in the county, the Planning, Inspections and Enforcement department handles permits and complaints for the areas the county governs. Water. Kent County’s eastern edge is the Delaware Bay shore. The state’s environmental agency, DNREC, describes recurring tidal flooding in the town of Little Creek, on Main Street and Lowe Street, driven by the Little River and the bay. Two public numbers give a sense of the market. Zillow’s Home Value Index for Kent County, an estimate of the typical middle-priced home, stood at $372,916 in its August 31, 2026 update, up 2.3 percent over the year. The Census Bureau’s QuickFacts for Kent County reports a $316,600 median for owner-occupied homes over 2020–2024, based on owners’ own estimates averaged over five years, which makes it slower to move than the market. That table also lists a median gross rent of $1,354.

Neither number is the price of your house. They describe the middle of the market, while a house in need of a new roof, septic work or a complete update trades below it. An updated house with no deadline belongs on the market with an agent. Houses that are for sale, under a building permit or in probate skip the fee yet must still be registered.
